>>> I don't think it is. These sort of boots often have a little metal "tab"
which fits under the foot by the frog to stop the boot moving around. See

>> Ouch - a piece of steel pressing up on the frog? Niiiiice...No wonder
the show horses have extra knee action....

Wait a darned minute! The 280-gram bell boots convert to almost 10 ounces.
The most the USDA HPA (Horse Protection Act) law allows for boots that serve
as "action devices" is six ounces I believe. Officials from the USIHC
organization have in the past slimily used "protection" as a guise to wiggle
out of that law, saying the bell boots aren't "action devices" but instead
are for "protection." And that begs the question, what "protection" does a
pair of 280g boots offer that a pair of 170g boots wouldn't? Yeah,
protection...that's it... NOT.

And a steel tab pressing on the frog... in the name of "protection"...!

I wonder if the USDA has seen that Cavallo article...?

Third, it is accepted as being self-evident." ~ Arthur Schopenhauer
