Yes, winds and clouds swirl, but without a warm ocean to fuel it, it doesn't gather the strength or coherency to become a cyclone (Pacific hurricame) or hurricane. Pacific cyclones move east to west, BTW -- there are usually several a year that start off the Baja Cakifornia coast and head off towards Hawaii.
