It just indicates some stiffness or holding pattern, we all have them.  You
could do some Bear TTouch - slow, precise touches which go in quite deep but
not because there is pressure (do you have Linda's new book?).  I use heat
packs sometimes or hot washcloths - but that is not imperative.

If the mane splits down the middle, so there is mane on both sides I would
say that is likely pretty balanced.  If it changes sides part way down the
neck it would be interesting for you to see if there is a curve in his spine
in that place. 

When foals are born the mane grows straight up until it gets long enough to
fall to one side or the other - gravity will generally take it to the lowest
side, or in some cases down the middle depending on how a person brushes it.
