Any horses doing Open level generally have a few hundred miles of competition in Novice and have long since found out that food and water are to be accepted wherever and however they can get it, because the ride could go on for hours more.( I started the baggie thing when I was still in Novice and we happened to share a lunch spot with the Opens and saw the more experienced riders doing it.) The smartest horses take care of themselves from the beginning -- I was very pleased when my mare Rosa drank from puddles on our first long ride.
