After setting the param in bug #1974, I logged in as root and attempted to create a new user and was unable, the pgsql logs show:
ERROR: duplicate key value violates unique constraint "nsm_user_pkey" STATEMENT: INSERT INTO nsm_user (user_account, user_authsrc, user_disabled, user_name, user_lastname, user_firstname, user_email, user_password, user_salt, user_created, user_modified) VALUES ($1, $2, $3, $4, $5, $6, $7, $8, $9, $10, $11)' Looks similar to #915 but that was a while ago and resolved?
