Yes.

The same way like the hostgroups. If you create a restriction
(HostCustomVariable nor ServiceCustomVariable) the user only see the
hosts/services which applies to that.

No. You can create restrictions on users and group. You can inherit
restrictions from group to group (top down or bottom up:
app/modules/AppKit/config/auth.xml) or group to users.

At start all restrictions found grouped together and will be applied.
But there is a small problem. Not all views can use every restriction
available. If you create restrictions on Hostgroups the Servicegroup
view is unrestricted because there's no connection from servicegroup to
hostgroup.
