If the underlying concern is that you are getting alerts for them you may
want to look at: http://docs.icinga.org/latest/en/dependencies.html
You're right though; if a device is "unreachable" then it makes sense that
the freshness check should take that into account or there should be a way
to indicate that you want it to. I do not believe that is currently the
case.
Perhaps this is good fodder for the dev tracker https://dev.icinga.org/ if
you are willing to submit it.
