i would highly advise you to NOT use the examples shipped with upstream 
tarballs, but rather try to understand how templates work, and which 
relations / dependencies they might add. especially on inherited 
attributes, as the docs will help you understand as well.

given your question, you are using the windows-server template from 
templates.cfg, having the hostgroups attribute set to "windows-servers". 
i would opt for removing this attribute, and adding a different template 
for hostgroup assignment then.

icinga.cfg requires you to use cfg_file OR cfg_dir for such things. i 
would go for the directories. create a templates/ dir, one for hosts, 
one for groups, one for contacts, etc. include those with cfg_dir=... in 
icinga.cfg.
within templates/ you might then place a new file containing your 
windows templates, including for example the basic windows-server 
template, and a nother one, named windows-server-groups where you'll put 
all generic hostgroups ... including more than one template is possible.
