The nagios/icinga's servicedependency principles were known to me i just wanted
to know if there is any other way(feature) how to solve such a requirement.

If service A will fail the alerts and execution for service B can be
suppressed , but not the way you want it .
while service A works fine , service B will report back and will be queried .
At the moment there is no way to tell a service "only check Service Y if
service X fails".
