I saw this happening several times and I just reproduced it by getting
the Testhost down:
[1379424659] HOST ALERT: Testhost;DOWN;HARD;1;CRITICAL - Time to live
exceeded (192.168.1.2)
[1379424659] HOST EVENT HANDLER: Testhost;DOWN;HARD;1;notify-host
[1379424660] SERVICE ALERT: Testhost;ftp;CRITICAL;HARD;1;No route to host
[1379424660] SERVICE EVENT HANDLER:
Testhost;ftp;CRITICAL;HARD;1;notify-service

Obviously Icinga sends a service down notification even though a host
notification has been sent right before. I am quite sure that with
nagios no service alert was created when the host was down already.

Did I configure something wrong or has Icinga's behaviour changed?
