Correct me if I am wrong but I think that one of the main theme of CNNIC's
presentation I think is that it also explain the distaste for ACE and the
importance of local encoding support for the transitory solution.  I believe
that failure to cater to this might cause eager implementers to sway away
from the proposed standard, at least in the transitory period.
