yes, but I don't think that the choice of which ACE will be hugely
contentious.  It's just that we're still looking at various tradeoffs,
and people have been making productive suggestions that illuminate
those tradeoffs.  Most people who support IDNA would be willing to
accept any of the better ACEs.
