Telling Chinese and Indian speakers that they must > register a domain name in pure ASCII is quite different. nobody has suggested that this be done. in general, an organization that has an IDN in one language or script might find it useful to have other IDNs in other langauges or scripts - so that it can be reached by more people. Having a pure-ASCII IDN as one of those alternate IDNs is just a special case of this - one that I expect will be fairly common.
