I think of it as the other way around; good reputation to spot good actors.

Much like a brand new domain is effectively neutral immediately after it's created.  Said domain earns a reputation either good or bad over time.

In reality “new” domains are actually treated more negatively than neutral in many circumstances.

There are several F500 companies I know of that bounce mail from domains <30~60 days old as a spam and security precaution from newly registered lookalike domains.

Granted, that only affects external mail to their users specifically, but for these companies, they've decided the benefits outweigh the risks in terms of any legitimate mail blocked.
