As Murray said, running code is probably in IETF’s charter, but I have seen situations where that didn’t completely happen. So I have no objection to saying that the WG requires running, interoperable code. I suggest that paragraph 5 of the draft charter be replaced with: It is expected that design proposals will be tested during the development of specifications.
