that makes PQ handling very different from other algorithms, not
impossible but rather messy for the code to handle

of course we could do all algorithms that way, but it would mean that
everyone had to change what was recorded in the DNS in order to use
DKIM2. That is not a sensible route to consider ...

... so let us pose the question as to what is to be recommended to us on
the basis that key handling will be essentially the same. If the answer
is that we have asked for the impossible only then should we consider
what type of engineering we should live with
