Most definitely. But no show stopper for a DKIM WG. Instead of h=Subject:From:Date:Content-Type:Content-Transfer-Encoding you could pick something else: Message-ID, Date, Content-Type, and From should survive mailing lists (I'm not sure about CTE). In-Reply-To and References are also fine if they exist. The latter of course not if the header field body is copied, that is another point I haven't got yet, why copy it at all ?
