Yes this does make sense in many ways. My problem is that I am not sure that we can specify the base document without specifying how keys are identified. If you define how they are identified then you have probably starting talking about how they are to be retrieved. It would be possible to just state that you include a URL and go from there, but I don't know that this is the way the current base documents are specified.
