I am happy to say that DKIM MUST support the use of ARF as A reporting format 

I disagree that it should be the only reporting format supported. What we want 
today and what we will want in five years time are going to be different. ARF 
is a decent start but its limited. To go much further it is going to be 
necessary to use structured data.
