I was looking at an older draft-otis, Sorry.

The adsp draft on dkim.org calls this "bulk mailing domains with
discardable mail"

That's a special case.  And I think that's the one case Mike Hammer is
concerned about, rather than the rest of it.  It would be a valid
concern / need for me too - but I dont see how or why the rest of ADSP
has to be supported solely for that one bit of quite useful
functionality.
