Maybe it would help if you tried paying more attention to reports from people trying to implement this stuff. It's quite clear that they desperately want DKIM+ADSP to be a magic spam filter, and so they do silly things like treating all as approximately equivalent to discardable. There is no reason to publish all, since there is nothing useful a sensible recipient can do with it, and some unsensible recipients do actively bad things with it.
