In case the IETF is truly desperate: We could also rent out a major university during the summer and stick everybody in dorm rooms - that should be enough to discourage the tourists and evoke the roots of the Internet :-) I'm sure OSU has classroom space for a few ten thousand students... Then, there's always the Scout Jamboree option: build an Internet tent city.
