Sounds to me like you have the cart in front of the horse. You already have in mind various proposals (interestingly left unstated) and are looking for data that can justify them being brought forward. Apparently, this data does not help you justify these proposals so you find no use discussing in it. Maybe we should let the data drive the proposals instead of the other way around. Dan.
