Minimum number of cards in a deck is 60, not counting your hero;
maximum hand size is generally 7 (at the end of your turn you have to
discard down to 7 if you have more than that) unless an ability or
effect has given you the ability to have a bigger hand size.  (Arcane
Intellect does that for mages, not sure if priests have access to such
an ability).

You cannot have more than 4 of the one card in your deck, unless the
card says Unlimited or Unique - in which case you can have as many as
you want, or just the one of that type, respectively.

As to type of cards used in your deck, it's personal choice, but I
wouldn't put more than 12 to 15 quests into a 60-card deck.  Most of
your deck should be allies and abilities, probably split evenly
enough.  And maybe 3 to 5 equipment cards.

If your hero is Alliance, all your allies have to be either Alliance
or neutral.  Likewise for Horde.

Abilities must either have the priest symbol (the cross?) if you're
playing a priest, or have no symbol at all (e.g., Burn Away).

Not quite sure what you mean. All your deck will be from the same
side. (In theory, a raid's players should all be playing the same
faction, but that'll be ignored outside of competitions and there's no
cards saying the likes of 'Heal 3 damage from an Alliance player' kind
of thing that I'm aware of.)

*Only* if the card says in bold text "Requires Holy Talent" do you
have to use a priest with the Holy talent.  I'm not familiar with
priesty stuff, but my Bestial Hunter has some cards - e.g., Arcane
Shot, I think - that say they are 'Marksmanship' cards.  I can still
use them, as they don't specify "Requires Marksmanship" in bold text.
