The problems with FTP are that it is often blocked by many firewalls (either 
those that block all ports except 80, or those that only allow the HTTP 
protocol), and that it has more overhead over a simple HTTP fetch.

I think it would still be a good idea to have FTP access *as well as* HTTP, 
but not instead. This is to allow such things as "ls" or "get" with 
wildcards. (which is very hard with normal HTTP). At least until WebDAV is 
prevalent enough.
