The outgoing bandwidth (out of Israel) can stay low, it should not have a major effect on syncing the mirror. (I'm not sure if it is possible to set it up that way. This is just to make sure I understand the problem)
Also, would it make if faster if you sync with a European mirror before/in addition to/ syncing with alioth (or whatever you are using for upstream)?
