http://en.wikipedia.org/wiki/Category_5_cable will give you how it
works. You can make your own cable by buying cable at a typical rate
of Rs ~10/m(?) and buying plugs (for both ends) at ~ Rs. 5-10 each
from Nehru place and buying a punching machine which attaches wires to
the plug for ~ Rs. 100. (You should use this option if you plan to
make/use long/many wires).

Otherwise, a 1.5m long cable (straight/cross) is available for like
Rs. 50 at images (in IIT).

Depending on what kind of LAN (assuming it is Ethernet based) you are
trying to setup, you might need a hub (cheaper option) or a switch. A
cheap hub might cost around Rs. 500. Switches are more expensive, but
provide better performance and configurability.
