We already have the Fedora offline repository project, where one can
have 29 GB (Fedora 11), 24 GB (Fedora 10) of complete repository on
their disk, so they don't need any Internet connection to download
software. Students already have it on their systems/laptops. This has
also been deployed at:

* NIT, Durgapur
* NIT, Agartala
* Osmania University, Hyderabad
* IIIT, Hyderabad
* SSN College, Chennai

With hard disk prices falling, it isn't uncommon for people to have
atleast 300 GB hard-disks, and hence 29/24 GB is marginal. Moreover,
TB hard disks have also become very common these days.
