Synaptic shows a tool called gnome-subtitles. I don't know what features it supports. It might be what you need. Last year I wrote a tool to adjust time in subtitles. Apparently I didn't document anything, not even what the parameters are. I'll still attach it here (very small attachment). Feel free to adapt it to your needs. My best guess would be that it was meant to offset all subtitles. It is either meant for .sub or .srt extension subtitles.
