Ok. I sent a mail to prof Subhasis Banerjee and this was his reply. "It will help us if you can direct your queries and feedbacks to [email protected] as we have requested in our web-site at http://www.cc.iitd.ernet.in rather than sending emails to personal accounts. This will help us to deal with user queries in a timely and systemic manner.
The problem that you mention should not occur if you are using the PAC file at http://www.cc.iitd.ernet.in/cgi-bin/proxy.phd. You can check the code yourself (attached for your benefit) and verify that we are indeed returning ``DIRECT'' for local sites and local downloads should not consume your quota. I suspect that you may be logging in from one browser and downloading from elsewhere after setting the proxy (for example, using wget after setting the proxy through an environmental variable). This is not required." My proxy setting is the one that Dr. Sumantra Dutta Roy posted in the mailing list sometime back. I don't use the APC file and it is set to manual setting.
