I had the same problem but the only difference was that it never
worked for me via network manager. But now I just have to plugin the
modem and everything happens automatically. I am using Ubuntu Lucid.
But I upgraded my network manager to the version which will be shipped
with Ubuntu Maverick. After the upgrade everything works perfectly.

I dont know exactly but according what I heard switching is the
mechanism with which the storage device is switched to a serial modem
or USB mode. When we plug in the modem , it acts as Stronge device but
usb_modeswitch helps to switch it to the USB modem or serial modem. In
windows it happens automatically because drivers are included in the
modem but on Linux usb_modeswitch is required if there is not native
support for the device in the kernel
