I would suggest having a 2-3 day event.The target audience would be Delhi's
Students/Teachers/Anyone interested.
Lets call it FOSS for School Education. Something on the scale of a trade
fair. Approach a big-ticket school,
MS,Barakhamba would be my choice.Or try the Delhi University.
Prepare a proper Roadmap/Blueprint for the event first,setup a team and then
approach the MS Principal or DU Vice-Chancellor.
You have got to convince them.IMHO VC would be an easy bet than MS
Principal.
Then ask for a permission to host the event on their campus.MS has a large
ground.In case,you can get to the VC,
the DU grounds/auditoriums are plain awesome for this kind of effort.

Voila! you have got yourself the venue.Then you can plan various tracks for
the events.
Introducing them to IT for education first,then FOSS for education,then
Linux ,various How-To's ,School OS,etc. ,(Please suggest more tracks).
Have a fallback mechanism to check on students if they are following what
was taught,eg. surprise check on them someday in their school.
Have a small test and a suitable reward.I know this might not appear
realistic at the first thought but read the Title of the thread, if you
will.

1.This goes without saying that students would need freebies to keep them
hooked.
