in ILUGCBE, which is a new LUG with most members raw newbies, we do not
have rules at all - anyone can post any way they want. We will bring up
the rules later when the list grows. If you feel that enforcement of
rules is hindering the growth of this group, the best thing to do is not
to have rules. You cannot have your cake and eat it ;-). I am a member
of many lists - many of them do not have rules, so I do nothing. But if
you *have* rules everyone *must* follow them. It is up to you to decide.
