Using pulse audio it can be done. pavucontrol command will bring the UI. I guess it is some kind of non-linear filtering. If the volume is greater than 100% some distortion may occur in the output (cannot be realised always) - may be similar to what vlc does to increase the volume beyond 100%. This is just a guess and can be wrong so please confirm from some other source.
