There are certain steps to check out where problem is and i think you must
be aware of them
i) try to ping google.
ii) then try to ping your router
   if pings does happen.Then problem is on the service provider side.and on
the other hand if ping to google is happening through terminal and browser
is not opening google then browser is meshing around something.
iii) If ping to router is happening and net is not working, write the IP of
your router(You can know about your public IP from (Whatismyip.com) and
then put that in your browser
iii) Login in the router and check where problem is but as you say that on
windows net is working fine that means that router and net is ok.

Along with that kindly let us know how you are doing changes while shifting
to static IP configuration to DHCP, through network manager/WICD ot through
terminal.

It will be usefull if you can share your ifcfg-eth0 with us.
