>From the requirement, which I don't think is absurd, I come to understand
that you want to reach a HTTP Server using GSM/GPRS as transport. In
principle this is not any different from using ethernet as far as
application layer is concerned. With this context in mind you can use
Apache or Nginx to serve your web interface just taking into account
GSM/GPRS is pretty slow and low bandwidth compared to local network.

tl;dr Just use your local web server to test
