That's a good idea and worth developing, but it introduces more
complexity, so I think a simpler single rule for files only should be

In the beginning, there were two kinds of computer users: the vi
people and the emacs people.  :-)

SRFI-100 is for the vi people: it provides a sensible default way
that all vi people will use; it works the same on all
implementations; and while it might not be powerful or extensible,
it is (or at least should be) simple to understand and to use.

What Eduardo wants is a SRFI for the emacs people: it should be
powerful and extensible and customizable without limits.  He wants
to have it the way he likes it.

There are merits and drawbacks to both approaches.  But as you say,
the idea is definitely worth developing.
