What you saw was the Calcutta coal loadout, now shut down.

For a while, Conrail had a contract to move coal from that loader to the
IP&L Perry K steam plant in downtown Indianapolis. The contract went away,
and that was it. They had a nifty little switcher there for several years
... can't remember if it was an Alco or not, but I think it was.
