am searching for a small client too (probably written in Delphi or so).
But I guess you can surely use the Postgres ODBC client and use any of the
software which supports ODBC ?

I use postgres backend data much with my Xbase++ application written in
Windows. I use an application by a frnd of mine James called as SQLDBU as a
casual front end to connect to an backend database via ODBC
