Hi,
I have also used a frontend to wvdial named
'qtwvdialer'. It's very easy to use and configure and
in addition you can also keep track of you surfing
time and telephone bills on a daily/monthly basis. 
However, in both the cases(terminal/graphical)  to use
it as non root user you could use the 'sudo' tool and
configure accordingly.

It seems that you have configured you kppp for login
through terminal windown authentication. In this case
it will ask for login(ogin:) before you could
establish your connection. Better change it to
PAP/CHAP authentication type for logging
automatically.
