If they are sponsoring code, then that is likely to be a problem. Is it the operating system, or applications? The focus on GNU/Linux by FLOSS advocacy groups is often the root of the problem, while people should be focusing on browsers (Mozilla,org) and Office Suites (OpenOffice.org). Tell the government that if they support OpenOffice.org and Mozilla.org then they will be supporting all major OS's for free, rather than Microsoft Office/Internet Exploiter which won't run on any of the existing legacy hardware or OS's (IE: Office 11 won't run on Windows 9x/ME, or anything other than the latest MS-controlled OS's). > What we lack is advocacy at the highest level.
