apt-cache is used to search for any particular package from any of the
recognised CDs. It does'nt matter wehter the package is installed or not
.. just try giving apt-cache search webmail and u'll be presented with all
the diffenrent web mail clients available with debian.suppose i want to install 
squirrelmail now ... just do a

apt-get install squirrelmail (or whatever the package name from apt-cache
search shows)and u'r all set

apt-X is just a eisier to use frontend to dpkg .. dpkg is the actual
package manager

those 7 discs are only binary CDs dude ... u need the 7-8 source CDs also
if u want the source packages also ... :)i know that's tooooo much software but thats 
how debian is ... way too
