Its standard legelese for saying that we are not there to break any laws; we are
not breaking any laws knowingly, and we are having implicit restrictions placed
on our licence so that if any thing is illegal in your country then we are
clearly asking you not to use it ad break your law, and if you don't pay heed to
this then you are breaking the law anyway and you are using SuSE Linux illegally
;-).

Same reason why there are non-US locations for downloading strong crypto
products, are often banned for export/download from US servers or are at least
restricted from distribution to countries like Iraq, Libya, Cuba, N. Korea etc.

SuSE is only covering their legal asses since it has an international presence
and distribution.
