Using a local relay from a dial-up IP has its drawbacks too. Some sites
like gmx.net don't accept mails coming from dial-up IP pools.

Best is to use your ISPs relay or find a smarthost for yourself.

Is it the fact of the delay in sending mails that bother you or is it
the amount of spam that you receive.

There are tons of them available. You can use your sendmail/postfix
servers that come with your distibution or install one like qmail.
Use google to do your searching.
