Hello,
I am on a P4 2.4 Ghz, on an ATI RS350 chipset based motherboard. I have
a Seagate 40 GB hard disk, which I used previously on an nForce2 chipset
motherboard without any problems, but currently /var/log/messages often
shows the following.

Sep 28 21:39:10 modak smartd: /dev/hdb:Failed to read smart thresholds
Sep 28 21:39:10 modak kernel: hdb: drive_cmd: status=0x51 { DriveReady
SeekComplete Error }
Sep 28 21:39:10 modak kernel: hdb: drive_cmd: error=0x04 {
DriveStatusError }

Can someone shed some light on the possible causes of the error. Hard
disk access is sometimes really slow, and I had problems installing FC2.
The installation repeatedly freezes when it reaches the file copy stage.
Managed to install Debian after turning off DMA from the BIOS. hdparm
shows:

/dev/hdb:
multcount    =  0 (off)
IO_support   =  0 (default 16-bit)
unmaskirq    =  0 (off)
using_dma    =  0 (off)
keepsettings =  0 (off)
readonly     =  0 (off)
readahead    =  8 (on)
geometry     = 4865/255/63, sectors = 78165360, start = 0

(This is when DMA is set to Auto in BIOS)
What can I do to alleviate the problem ?

Thanks a lot

First check the hard disk with seagate's or better still with maxtors (i.e. if you can get it to work) standalone utility. Otherwise...hdparm and 'Auto' are not that way.
