I havent really explored this in detail, but Kexi http://www.kexi-project.org 
is an MS-Access clone which basically creates an sqlite database file, which 
can, in turn be worked upon using C#, or gtk+ or if I am not mistaken, QT as 
well. So the combination which I would suggest for ease of use would be Kexi 
+ Glade. I guess Kexi + QT Designer wouldnt do bad either, but I would want 
to seek expert opinion on this.
