Beats me, why would anyone want to do this?  Well, if you are using
dial-up you would not be able to recieve any mail whenever you are
disconnected.  Also, you would not have a consistent ip, let alone a
domain.  I think it would be best, if you could tell us why you wish
to avoid your isp, and why is it that you want such a thing?

Meanwhile, you could check up on dyndns.org and zoneedit.   

In case you have a connection/solution that provides you a fixed ip,
and a domain name, most distros. come with a sendmail and a smtp
server that can be chosen during the install.  I would recommend
setting up a good IMAP server (google for that Cyrrus, seems popular)
and connect to that.  Also install apache and put squirellmail on it
while you are at it...  Then you can access your own mail from
anywhere.

Better still, just tell us "why" you want to do this.

Btw,  I have no real experience with all this stuff, so dont kill me
if I have said something wrong.  I had tried something like this years
ago on my lan (actually, for faking mails;-) ... only, later did I
figure out that there are many other more trivial ways of doing
that!).
