Do I have the only option of used computers for a sub 10K PC?

I was thinkin like why not a AMD K6-III 400 MHz with 128 MB RAM (I
guess there is some problem with more than that much of RAM with the
K6) on a Socket 7 mobo. Would that be feasible? I mean, can I get
those mobo, cpu, etc. in the local market, without having to order
them on the net from some deal sites in US?

I did some Froogle, and made this table. Still incomplete.

Component Cost(USD) Specification
==============================================
MoBo 33 ASUS P5S-VM Super Socket 7 AMD K6
                                           microATX Motherboard P5S-VM-II

RAM 41 Kingstone Value RAM 128MB 400MHz
                                           DDR PC3200 KVR400X64C3A128

CPU 14 AMD K6-II 500 MHz

HDD 70 20 GB 2.5IN 4200RPM ATA-6 IDE INT HDD

CDD
FDD
Modem
Cabinet
Keyboard & Mouse
TV Tuner
Ethernet
Monitor
--------------------------------------------------------------------------------------------
Total 158USD

158 USD itself translates to Rs.9954 which would include the
customs/excise/whatnot duty.
