OEM bundled from a customised CD would provide limited functionality. :)
Same happened initially for Compaq OEM bundles on laptop.
It is probably that most of the  OEMs do not enough personnel and that 
neither do they like to employ more quality personnel. The total TCO of 
the company may go up. . . and those stupid personnel do not even know 
how to do a kickstart.
