not official .. but the reason seems to be lack of the modems

bsnl does allow us to buy and provide our own modems

ask for specs and get them from market .. and bsnl won't 
charge the 2,000/- cost of modem to your bill

broadband is working in my office in 'test' mode as of now

in exchanges where the h/w has been installed already, the
connection is likely to be provided immediately.

check up with your local exchange .. they know about the
h/w being installed, up and running or not installed etc

(about others : reliance, tata-indicom for broadband .. yep, 
 they ARE coming in too .. but then its the same old story ..
 with options on the horizon which will make the ones that
 hit the shore appear unattractive .. its an eternal wait .. there
 always WILL be options on the horizon .. its like marriage ..
 do it, regret it .. gladly you can re-do it ;-D)
